Example use-cases:

1. If no volunteer is assigned after 4 hours, resend notification to volunteers in the area. After 24 hours, resend notification if still not assigned.
2. If no volunteer is assigned for 2 days, close the request.
3. If volunteer does not close the request for 24 hours, need to send reminder
