`gpg` wasn't found (make sure it's available on the PATH)

I'm trying to use kubesec on windows (version 0.9.2), and getting the following error:

`gpg` wasn't found (make sure it's available on the PATH)

However the gpg is already on path and gpg command works fine.

I had the same problem in CMD. With git-bash it seems to at least find gpg but then can't list the keys (even though the gpg command can list the keys when called independently).
