should credit notes have sales tax

I notices that credit notes has sales tax, is this needed? I.e. when I refund a customer?

when i issue a standalone credit note, this probably should not have sales tax on it, do I apply sales tax when they buy an item with it? does this not cause double sales tax?

for the purpose of refunds. is this like standalone ones = no sales tax, but refunds = sales tax.
