Add a CONTRIBUTING.md

I would love to be able to add features myself to the python and rust code (ex. #4). Since the build flow is a bit complex and requires aspects of using Conda and compiling LLVM.

Add a CONTRIBUTING.md would help to get others stated. Even just documenting the bespoke flow right now would be great for others to improve.
