Vitis HLS Co-Simulation Flow

I would like to add an HLSFactory flow for Vitis HLS co-simulation.

This will call out to a standard TCL entry point using the Vitis HLS tool to run co-simulation (like how the current HLS synthesis flow works).

This will likely also need to be accompanied by a reporting flow to collect reported data from co-simulation.
