Insufficient developer permissions (the capability is not linked to the app)

When I make request to API to  /v2/printer/open/open/device/onlineStatus - and i receive answer: { "msg":"can not get ability","data":"","code":30001 } - can you explain how to resolve this problem ?  Printer with serial number was bonded to old API, now, I want to get it's status through new API, but get this error in response...
