does not work using npx

Running this

$ npx flyway migrate

I get this error

C:\foo>"$basedir/../flywaydb-cli/bin/flyway.cmd"   "$@"
The system cannot find the path specified.

C:\foo>exit $?

I believe it's related to node_modules/.bin/flyway file.
package version: 0.8.3
