feat: configurable auto-refresh polling for topic data values

Data tab shows topic list without live values. User must click each topic individually and values don't auto-refresh.

Proposed: configurable polling per-topic (off/1s/2s/5s dropdown). Poll only the visible topic, auto-stop on tab change. Default off. Web UI change only, zero gateway changes.
