Why ObservationGroups cannot mix Licenses even if they are compatible

Observations that are in two datastreams that have license CC_BY and CC_BY_ND cannot be integrated in the same observationGroup even if the ObservationGroup has the most restritive licence CC_BY_ND.

I understand that if the license is not CC this may not be known but for CC licences I propose that observations with licences more permisive than the observationGroup are allowed.

Typical use case is a picture with CC_BY_ND that needs to be group with identifications in the picture that are CC_BY.º

This behavior is controlled by the business logic yet to be implemented fully. In the meantime, the implementation returns a 400 error...
