can't Join GitHub Education

I have a problem with Joining GitHub Education. First time I uploaded the dated school ID screenshot, I was Denied because I had no two-factor authentication and i didn't add any billing information. Now after I added all these things I try to re-apply and it keeps giving me this red warning sign and keep wanting me to re-upload the school ID screenshot. Please help me :)
