Add ISP service area maps

Maps of the various ISPs and where they are available seems really useful. That could be used in a Leaflet-based visualization. Each ISP would be a separate layer. Folks could easily see which providers are in their area.

Such maps would also be useful in the SeaNetMap project.

I talked with the City. Turns out these maps do not exist. Now though they do want them to exist and are working on this. I will post more here as thing move along but I am told this may take a while.
