Add vm_manager rename command

It is not trivial to rename a virtual machine running on the cluster. This behavior should be managed by vm_manager.

**Describe the solution you'd like**
A command like `vm-mgr rename -n vm1 --new-name vm2`
This command should change the name of the VM in pacemaker, in Libvirt and may be in the ceph rbd group
