Update RELEASE guide to include conda-forge step

Problem Description

We have a release guide called RELEASE.md at the root directory. This file instructs users on how to release SDV. This guide should be updated to include the step on how to release SDV on conda-forge.

Expected behavior

1. Add a step 10 to the guide with the following text:

## Release on conda-forge

After the release is published on [public PyPI](https://pypi.org/project/sdv/), Anacanoda will automatically open a [PR on conda-forge](https://github.com/conda-forge/sdv-feedstock/pulls). Make sure the dependencies match and then merge the PR for the anaconda release to be published.
