CSV outputs for uncoded attributes

Knowing that the current CSV extraction adheres to the SDMX-CSV standard, business users are seeking to improve the human and machine consumption and want to have a CSV output that does not include labels for uncoded attributes and that those labels are removed.

The only reason for keeping so far these almost empty columns for names of uncoded attribute (values) is the localised names of the attribute components, which are provided in the header row cells. The question to be solved is finding an alternative mechanism to provide these attribute names.
