Statement on bundling cypy?

I see that some code from cypy (git) was vendored/bundled in 2861217 in order to remove the dependency.

Fedora packaging guidelines require that we ask if there is a path back to supporting an external copy of cypy, or if the project intends to keep this code bundled indefinitely.
