Add support for all types of bills when using a keyword search

Currently, a keyword search only returns the top result from the sunlight API. This results in only one bill being included in the result. For example, a query for Keystone XL would return only the house bill, hr3-114. This does not include the senate bill.

However, there are various types of bills, so selecting the top few from the sunlight API query may not always give the bills the user is interested in.

Works except certain queries return Senate bills that were never put for a passage vote, and thus although query works initially, it fails during the Python check. Example: kw "Keystone XL" gives Senate bill s2554-113 which is NOT the most recent one, although it has several close scores.
