spectra view should include SURVEY/PROGRAM #13

Healpix spectra
https://inspector.desi.lbl.gov/loa/targets/39633171259592104 has 3 spectra for the same target under sv3/dark, sv3/bright, and main/dark.
Viewing the spectra with https://inspector.desi.lbl.gov/loa/spectra/39633171259592104 shows that one of them is missing Z-band data, but the spectra view doesn't give any indication of which SURVEY/PROGRAM to be able to quickly track down which one. It's unclear if the order of the spectra view exactly matches the order of the target table.
Tiles spectra
https://inspector.desi.lbl.gov/loa/targets/tiles/39633171259592104 shows which 3 tiles observed the target, but not which SURVEY/PROGRAM they are. Unfortunately that info is in header keywords rather than FIBERMAP columns, thus https://inspector.desi.lbl.gov/loa/targets/tiles/39633171259592104?xcol=SURVEY,PROGRAM doesn't work to include those columns (Column 'SURVEY' not found).
The spectra-view of the tiles data https://inspector.desi.lbl.gov/loa/spectra/tiles/39633171259592104?format=html includes the TILEID/FIBER, but not the SURVEY/PROGRAM.
Action items
- Add SURVEY/PROGRAM to the prospect spectra view of healpix-based data
- Investigate allowing xcol to also imply header keywords if they aren't in the REDSHIFTS or FIBERMAP table. Spin off a separate ticket if needed.
