do max spectra to display check after filtering, not before

The following targets-based query with a filter returns 32 targets:

https://inspector.desi.lbl.gov/dr1/targets/tiles/1000/0:5000?OBJTYPE=SKY&ZWARN=1

But trying to view those spectra with

https://inspector.desi.lbl.gov/dr1/spectra/tiles/1000/0:5000?OBJTYPE=SKY&ZWARN=1

results in "Error 400 - Bad Request 5000 spectra is more than we can realistically display; please limit your search to fewer than 1000 spectra". i.e. it is checking on the pre-filtered "0:5000" range rather than the post-filtered set of 32 spectra that it could display.
