Reciprocity not reflected for peers of peers

Reciprocity lines on the map look correct (full or dashed, depending) for peers of the star, but peers or peers are all dashed, so need to look into how that is being gossiped and tracked, or if I am dropping something I thought I was sharing along the way by mistake.
