$mdm.auto-link has no effect in MDM plugin

When setting the match configuration tag to auto-link true, the MDM layer appears to not adhere to this setting.

Steps to reproduce:

1. Register the patients in the qualification tool as normal
2. Change the match threshold for the default config to 50% is a match (i.e. really low) and set $mdm.auto-link to true and save
3. Visit the background match job screen and re-run the match job of patients.
4. Note that the matches are flagged in the match console as candidates even though they would have been auto linked on registration.

This does not impact when auto-link is false - that works as expected and matches can be resolved/ignored.
