Describe the bug
As a TL (Tom), I would like to investigate how consent_withdrawn could have been set on 22 Bioscan samples so that we gain confidence there is no process problem.

This is related to FreshService ticket https://sanger.freshservice.com/a/tickets/57756?current_tab=details

22 Bioscan samples were found to have consent_withdrawn set to 1 in the MLWH sample table but null in date_of_consent_withdrawn or marked_as_consent_withdrawn_by.

This makes it impossible for researchers to access the sequencing data in IRods.

I would like to timebox this to Medium.

For this story, investigate whether we can determine how this happened and document it.

Additional context
These are not human samples - so consent does not apply.

These are a subset of Bioscan compound samples.

There is possibly some conflict between Traction and SequenceScape in placing these in the samples table - see related story sanger/General-Backlog-Items#693
