Y26-039 - Prevent unnecessary loading of un-shown partials #2713

User story
Fail wells, under-represented wells (aliquot partials) are loaded on initial page load but are only shown if users select fail wells / mark wells as unrepresented. This can cause slow page loading speed. We should update this to only fetch the partials on demand.
