User story
As PSD, we would like decline the CherryTrack application, as the application has already been soft turned off and we would like to complete the shutting down process.

Acceptance criteria
To be considered successful the solution must allow:
- How-To Decline a PSD application checklist has been completed
- Sequencescape API endpoints that some of robots used to get cherrypicking information from cherrytrack are removed
Additional context
- Scott T would like to run a report on DART and CherryTrack databases, via Tableau dashboards. This requires that the databases are not removed (but can be made Read-Only), but the CherryTrack application can still be declined.
