Create an endpoint to edit translations for resources

The endpoint should enable translation editing for:

• Resource titles
• Summaries
• Descriptions
• Eligibility criteria
• Category tags
• Accessibility tags
• Language tags
• These translations should be saved somewhere in a way that allows them to be used by our current translation system.
