Preferences configurable via phosh-mobile-settings #123

Initial tracking issue to figure out what we want here before opening issues/PRs in the upstream p-m-s repo.
Guido noted in the Phosh Matrix room:
It'd consider it nicer if config would follow the users options if there's only a single one (many users don't want to care that the greeter is a separate process).
So a good start would be to make p-m-s "phrog-aware". That is, if phrog is installed on the system and there's only a single user, changing appearance settings will also be updated for the greeter user. Not sure how that would be achieved in practice - either p-m-s will need special (polkit?) privileges to reach into the gsettings of another user, or phrog will. Something to be discussed in upstream p-m-s issue, I guess.
