[FEATURE REQUEST] Add Support for Fedora 42

Fedora 41 is currently available, and Fedora 42 will be released in the near future.

Fedora 41 is not currently part of the Salt Project test suite, and is not listed as a supported operating system for Salt.

Describe the solution you'd like

Ensure that a new Fedora 42 container is built to replace the Fedora 40 container usage in CI/CD, and update documentation to add Fedora 42 (replacing Fedora 40) as supported after confirming tests passing in merged test suite.
