Should the Salt core team create stubs for removed modules or add a message to the error that explains where to look for missing modules. Include a URL to the holding repo

I do not think the PRs are still relevant. Probably the best way forward is just to add a stub for each removed module with a link to the corresponding extension docs or the holding repository if there is no extension yet
