Clustering function without stat file #222
Description
Need a version of the clustering method that does not rely on reading the sampling stat file and instead just reads a directory of RMFs and clusters them.
Some of us have our own versions of PMI with this function but it now needs to be in the official PMI so that analysis code like the sampling convergence code can use it!
