export PC data from OpenReview

I would like to list the following improvements that can be done for the script or2program_committee.py, which extracts data from OpenReview.

• the script currently extracts Invited Reviewers/ACs and Declined Reviewers/ACs along with regular Reviewers/ACs. Declined and Invited can be dropped
• the script doesn't extract Ethics Reviewers
• the script extracts reviewers who are in the PC list but doesn't check if they submitted any review for the conference. Ideally, we would like to include people who submitted at least one review.
