Enter before filter isn't called on initial state.

``` ruby
initial :first

state :first do
  enter :foo
end
```

In the above snippet the #foo method won't be called. I don't mind adding this case, but I'd just appreciate some advice on where you think it should be put. Seems there are a couple of places it could go.
