FreeBSD missing util.h

Hello,

I'm using FreeBSD 12.1 and I get a make error:

cc -O2 -pipe -c -std=c89 -Wall -Wextra -Werror -O2 pkg-config --cflags pangocairo settings.c settings.c:26:10: fatal error: 'util.h' file not found #include <util.h> ^~~~~~~~ 1 error generated. *** Error code 1

I have :

pango-1.42.4_3 and cairo-1.16.0,2 installed.
