How can we help make a new release?

Hi! Is there a preferred way that someone can volunteer to bundle up the pending pull requests into a new release?

Would one larger pull request merging everything in be good?

As an update I am (slowly) pulling in outstanding pull requests to a 0.19 branch here (https://github.com/chotchki/cookie-rs/tree/0.19) and will open a unified pull request once finished.
