Request to allow `bundle update` without `--all`

Sorry to bother you. But after upgrading to Bundler version 4.0.1 today, I saw the deprecation message, and I have some concerns.

Basically, disallowing bundle update without --all mainly protects unthinking users and complete newbies. I question if disallowing bundle update without --all is really necessary. For more background color commentary, please see the argument from rubygems/bundler#7475 (comment) (which is correct, in my opinion).

So I request that this change be reconsidered. Alternately, it would be nice to allow overriding the new default behavior.

+1. Seems completely unnecessary. Ruby's philosophy is terseness and elegance, and typing short imperative commands like bundle update is ruined by enforcing this extraneous appendage.

I just ran into this. I would prefer to update the final installation message. Right now it says "bundle updated". Maybe that could be more specific or verbose. This wouldn't break any workflows but give the user a little hint.

@stillhart: Your comment seems like a different issue. Though I actually contemplated just yesterday that the some gem and bundle actions have room for improvement in terms of clarity and conciseness. Suggestions may follow.
