Add Critical Battery level section with configurable action #35

Description
Under Safety, only a Low Battery section exists. User requests adding a Critical Battery section with its own action and voltage/capacity levels, matching ArduPilot's BATT_CRT_VOLT / BATT_CRT_MAH parameters.
Expected Behavior
- Safety section has both Low Battery and Critical Battery subsections
- Critical Battery has its own configurable action (RTL, Land, etc.)
- Critical Battery has its own voltage and capacity threshold settings
