Need text on interworking with endpoitnts that don't use RTCP #2
Description
Endpoints that dont' send RTCP aren't expected to communicate successfully (among other things, circuit-breaker and consent-to-send would be expected to trigger).
These issues, and possibly how to work around them, need to be described somewhere.
