Enable ClusterIp Services by default in Connect

Can we enable ClusterIP services as the default service type for Connect when using off host execution? ClusterIP seems ideal to me but open to feedback

I definitely agree that this will be the cleaner default. Especially for the helm chart, all routing should be within the Kubernetes cluster anyways. In RSPM, we actually changed the service itself to ClusterIP too (we did not receive any fallout AFAIK) #122

Maybe worth doing the same for RSC on the service side too? (#124)
