Missing quality declaration

According to ROS REP-2004 every ROS 2 package should have a quality declaration.
The one for iceoryx is addressed here: eclipse-iceoryx/iceoryx#910 but it is still a separate one for this repo needed.

Action points:

• Capture current level in a quality declaration markdown file
• Add missing quality measures in separate GitHub issues
• Identify gaps for the higher quality levels and document them
