The rcl's releasing branch don't contain resources under test folder. #2
Description
As we can see in the CMakeLists under rcl's test folder, it will install the test resource.
But the source code in corresponding branch doesn't contain the resources folder. And the upsteam of rcl do have it: https://github.com/ros2/rcl/blob/master/rcl/test/resources/test_security_directory/dummy_node/.gitkeep
