cli11 (as header only package) in ros-gz-sim as RDEPENDS?

I had an error when creating the rootfs for ros-image-desktopfull at Rolling/Master.

Solution 1:
  - do not ask to install a package providing desktop-full

The recipe cli11 is a header-only recipe. So there is only a -dev and -dbg package.
What makes it rather strange to have it as an RDEPENDS in the recipe.

Anyhow, I can make the image without cli11 in ROS_EXEC_DEPENDS.

I don't know if this ever has worked. And when it stopped working.

Do you have an idea why and how to solve it?
