running OE linter in CI/CD

Hi Rob,

This could be a start of running oelint-adv on meta-ros in CI/CD.

You need an extra file to allow some variable used in ROS recipes that are not know by default.
E.g. .oelint.json

oelint-adv --quiet --constantmods=+.oelint.json /home/jan/projects/meta-ros/layers/meta-ros/meta-ros2-rolling/generated-recipes/rosidl/rosidl-generator-cpp_4.9.3-1.bb

Or for all (+ bbappend files):

cd meta-ros2-rolling
oelint-adv --quiet --constantmods=+../.oelint.json `find . -name '*\.bb*'`
