taxonomy provider needs a special treatment

In version 6.0 I made the taxonomy provider locale specific.
This is consistent with other providers, but the only part where locale matters is in generating people names.

I think we might want to set this locale in a way that completely depends on person. and make the provider non-locale

Fileprovider depends on Lorem provider, so we can use the same sort of thing there

InternetProvider depends on Company, Person and Lorem Provider
