Refactor: Separate Rust core and Python integrations

This issue tracks the architectural refactor to split Xolo Pipeline into:

• Rust core (core, env, cli)

• Python integrations (DCC-facing)

• Clear CI separation
  This is a breaking internal change, no user-facing API yet.
