Generalising use of pyTMD across rompy #13

Currently a placeholder to initiate discussion, use of pyTMD has been pretty effective in rompy-schism and we have the necessary code and fixtures there for testing and use.
Tide predictions can also be useful as a simple water level boundary condition for both xbeach and swan so perhaps there is a case for either generalising to core or adding a pattern to the plugin cookie-cutter for standardisation.
Thoughts on this appreciated
