automatic downloading of hycom data for testing fails due to pyschism dependency

Test rely on hycom data. This is downloaded automatically if its not present when the tests are run. However, this still relies on pychism. This was not picked up when all the pyschism code was removed as it only fails on new installs that don't already have the hycom data in place. This needs to be migrated to use pylibs equivalents
