Provide pre-computed files for Germany based on OpenStreetMap data

Once we are happy with our results, we should pre-compute all the artifacts for Germany and ideally also for all Bundeslaender separately (similar to http://download.geofabrik.de/europe/germany.html) and provide them as Github release artifacts (semantic versioning as in `git tag vX.Y.Z -a`).
