Allow using Stori without network connectivity

This means signing in opportunistically, namely upon trying to access the My Storis list, or publishing a Stori. The (possible) exception to this is the OOBE, requiring getting a Google ID for building the directory structure correctly.

A later enhancement to allow non-signin OOBE is to create a temporary account id, which allows saving to the local file system, and is updated once signin occurs.
