Handle Deleted and Access denied HTTP responses #1
Description
Currently deleted and access denied API calls result in the message being moved to the fail queue. These should (1) initiate a deletion in RMap if the item is already in the database (find a DiSCO created by the OSF harvester where the aggregated resource is that project). (2) be removed from from the queue.
