dtl.hpp not checked on meson build

The configure script checks for the presence of dtl.hpp and conditionally activates DTL support.
The meson build seems to enable DTL support uncoditionally.

Is this on purpose? In Arch, there is no dtl packaged as of now (only dtl-git which fails to build), and that blocks me switching to meson build system for the Arch AUR packages.

Actually dtl is header only library, so only the headers which are already included as submodules for NVEnc are only required. No packages are required for link or execution.

Therefore, I removed the option to disable it, as I didn't think it is needed, it can be always on.

I think you can just simply git clone NVEnc with --recursive and it shall be fine.

Interesting... I tried a meson based build, and it failed with dtl.hpp not found.

In my previous build instructions, there is also git submodule calls, which seems to be missing from the explanation in Build.en.md.

Are the submodule init and cppproc update still necessary? I had for Arch package:

        git submodule init
        git config --local submodule.cppcodec "$srcdir/cppcodec"
        git submodule update cppcodec
        ./configure --prefix=/usr
        make

In Build.en.md, I simply use --recursive to get all submodules automatically, you don't need to call submodule commands yourself. cppcodec is also header only library and configure/meson will assume that it is there stated as submodule dir, as same as dtl.
