Problems with fcgi

While start command accepts redefinition of bind, PID and log files, preforked flag, other commands always use defaults which are not appropriate in most cases. This causes quite strange behavior when used.
Also PID file is not removed when server is stopped.

As I sad before, this implementation is bad and needs rewriting. I submit this issue to insanities project due mage is a part of insanities now.
