Update requirements.txt file for Python 3.12.6

Hi,
I recently tried integrating this tool with the latest Python version, but I encountered some errors. The following replacements worked for me in the requirements.txt file:

torch
scikit-image
numpy
matplotlib
argparse
pillow
ipython
